	Before the Philadelphia police train any more foreign police forces 
they should read the following item about the Palestinian police force 
which they trained.

	The Prosecutor General of the Palestinian autonomous city of Shechem has
ordered an autopsy of Yussef Ismail al Baba, 32, who died this weekend while
in custody of the Palestinian Police in the city.  The prisoner was being
held on charges of engaging in an illegal property deal.  Baba's relatives
say he was tortured to death by Palestinian security forces, after refusing
to sell land to Palestinian policemen.  A statement by the Palestinian
Society for the Protection of Human Rights and the Environment claimed that
he was tortured to death by  Palestinian Military Intelligence
interrogators.  He is at least the twelfth Palestinian prisoner to have died
while in custody of the Palestinian Police since the Palestinian Authority
was launched less than three years ago.
